Which do think is worse...an exam the day before the Thanksgiving holiday with little time for review, or an exam the day students return from the break?

An exam the day you return from break is definitely worse. You ruin your time at home either studying or stressing that you aren't studying and should be.
Do it before the break.
Absolutely have it before the break. Kai's got it exactly right.
Experience says they will not study during break (hell, I never did). Honestly, especially with the kind of students I've had, I always did it before break. I built in a little review time or made myself available online to them and was much happier with the results.
Yeah, I decided to go with before break. Like RL said "I never studied during break".
I'd say before break.
If possible, you could do it on-line with the exam period beginning just before break and ending the last day of break. That way you can avoid the "I have to go home for break, can I take it ___________" issue.
Have it before but make sure it is on the syllabus as such. I once, in the age before email, had a paper due then, but then I had students who had parents who bought plane tickets so they'd miss class or parents who were having the entire family go on a cruise.
Frankly, I cancel class before Thanksgiving and sit in my office for optional conferences so students can go over revisions due in the weeks after Thanksgiving. I also usually have major projects due a few days before Thanksgiving. With email, though, it makes turning in papers much easier since that's how they turn in all work for me.
